ASEAN and SOUTH ASIA Offshore

DECOM

Project Background

With the increasing number of oil fields to be decommissioned in the next few years, there is a need for research to improve the decommissioning process to make it a safe and sustainable. The peculiarities of the region include shallow water (<100 m depth), and tropical climate make structures more prone to heavy marine growth hence requiring special considerations. In SEA there are more than 1800+ offshore platforms most of which are old and candidates for decommissioning.

This project  aims to develop improved methods and guidelines on safer and sustainable decommissioning process. Improvements on recycling facilities for the decommissioning of offshore structure will be proposed and a long term network of information sharing in ASEAN and South Asia will be established.

Project Goal & Objective

The goal of the project is to develop methods and guidelines which will enhance the safety of decommissioning processes within the specific environment of the region.

The objectives of the project are

1

To develop methods and guidelines which will enhance the safety of decommissioning processes within the specific environment of the region.

2

To identify and help improvement of recycling facilities for the decommissioned offshore structures in the region.

3

To develop a long-term network for sharing information, best practices, facilities and capacity building in the region.

Our Vision

Our vision is for a safe and sustainable decommissioning process in the region i.e. the decommissioning process becomes safe and environmentally friendly.

1

All the decommissioning activities in the region are monitored and documented.

2

A common set of guidelines are developed and continually improved.

3

A better way of disposing the marine growth and potential hazardous wastes from the structures is found.

4

The decommissioned structures could be reused in a safe manner or safely disposed of through proper decommissioning procedures.

5

Adequate land-based recycling facilities are established in the region to cater for the expected boom in decommissioning activities.

6

A better way of disposing the marine growth and potential hazardous wastes from the structures is found.

Expected Outcome & Impact

Our vision is for a safe and sustainable decommissioning process in the region i.e. the decommissioning process becomes safe and environmentally friendly.

1

Safer decommissioning of offshore structures in the region.

2

Availability of safe, green and sustainable recycling facilities in the region.

3

Saving of costs and reduction of greenhouse gases by eliminating the need to transport decommissioned structures to South Asia.

4

Better networking among researchers and practitioners in the region.
